On November 10, 2015, as part of the "Modern Városok Program", the Government entered into a cooperation agreement with the Local Government of Nyíregyháza, a city with county-level status; the Government issued a government resolution to ensure the effective implementation of the provisions of the agreement. Government Resolution No. 1955/2015 (XII. 17.) on tasks related to the implementation of the cooperation agreement between the Government of Hungary and the Local Government of Nyíregyháza, a City with County Rights, addresses, among other things, the development of the Nyíregyháza Zoo with government support. The total cost of the Zoo development program is 6.7 billion forints, part of which is the Pangea Eco-Center and Hotel construction project, implemented with support from the Government of Hungary under the "Modern Városok Program".

The project was completed with the support of the Hungarian Government under the "Modern Városok Program".
